Pasos de Cambio Calls on Cuban Opposition to Propose Concrete Actions for Democratic Transition
Miami, FL — March 5, 2025
The Pasos de Cambio platform, composed of Cuban civic and political organizations both on the Island and in exile, signatories to the Agreement for Democracy, announces an urgent call to propose concrete measures that contribute to the transition towards democracy in Cuba.
Given the urgency of the crisis and the conditions of a failed state on the Island, it is imperative to advance in unity and coordinated action among democratic forces. We call on civil society, activists, political organizations, and citizens committed to change to join this call.
As a space for consultation and horizontal articulation of the Cuban opposition, Pasos de Cambio offers the opportunity to actively participate in the formulation of strategies and solutions. Proposals can be submitted through the official website: www.pasosdecambio.com.
Methodology:
Proposals will be divided into three key themes:
1. U.S. Foreign Policy towards Cuba and U.S. Government Institutions
– Opening Date: March 5, 2025
– Closing Date: March 19, 2025
– Two measures are requested that the U.S. administration can implement to support democratic change in Cuba.

2. Transition to Democracy in Cuba
– Opening Date: March 5, 2025
– Closing Date: March 31, 2025
– Two priority measures are requested in two of the following areas: Transitional Justice, Democratic Building and Participation, Economic Development, Social Affairs, or Armed Forces and Internal Order.
– Submit proposal here (maximum 1400 words).
3. Mobilization of Cubans on the Island and Abroad
– Opening Date: March 5, 2025
– Closing Date: March 31, 2025
– Three concrete actions are requested that Cubans can take to accelerate systemic change.

Participation:
All organizations signing the Agreement for Democracy in Cuba are invited to participate, as well as academics, thinkers, and citizens who support this agreement. Independent Cuban media outlets are invited to accompany this process.
Publication of Proposals:
All received proposals will be published in full on the Pasos de Cambio website. A summary of the most common proposals for each theme will be published after the deadline dates.
