On April 12th, Víctor Manuel Rocha, a former American diplomat who spied for the Cuban regime for 40 years, was sentenced to 15 years in prison and ordered to pay a fine of USD $500,000 to the US government. Judge Elisabeth Bloom convicted him of conspiracy (five years) and serving as an illegal agent of a foreign government (ten years).
During a session held in a federal court in Miami, the judge meticulously reviewed each point of the cooperation agreement with the US prosecution proposed to Rocha. Additionally, she requested explanations from the US government as to why it was not seeking restitution for the spy’s victims.
The details of the negotiations between Rocha and the Government remain classified, but it’s worth noting that, in exchange for cooperation, prosecutors dismissed more than a dozen other charges, including electronic fraud and false statements.
Rocha, 73, held important positions in US embassies in the Dominican Republic, Argentina, and Cuba, and served as ambassador to Bolivia from 1999 to 2002. Subsequently, he worked as an advisor to the Commander of the US Southern Command.
In December 2023, Rocha was arrested by the FBI, and the US Government charged him with being an illegal foreign agent. According to US Attorney General Merrick B. Garland, this action exposed one of the most extensive and enduring infiltrations into the US government by a foreign agent.
On February 29th, 2024, Oswaldo Payá’s widow, Ofelia Acevedo, filed a lawsuit against Rocha and others, accusing them of involvement in Payá’s death in 2012. On the same day, Rocha admitted his guilt for working as a secret agent for the Cuban communist regime, gathering US intelligence information since around 1981.
