The document outlines the steps in the roadmap for change at a time when citizen and student protests are multiplying on the island.
June 18, 2025 – The Pasos de Cambio platform today announced the publication of the Guidelines for Citizen Mobilization, an executive summary of common proposals and the most effective actions presented by Cuban organizations and citizens both inside and outside the island to achieve a democratic transition.
The document outlines the steps in the roadmap for change and includes guidelines for non-violent civil disobedience, coordinated international pressure, local organization, and the strengthening of free media and the unity of the democratic movement. It is the result of a call announced by UNPACU leader José Daniel Ferrer—currently a political prisoner—in which hundreds of organizations and individuals who signed the Agreement for Democracy participated.
“Recent student protests and constant citizen protests confirm that Cubans are already mobilized, ready, and determined to achieve change,” explained Rosa María Payá, Executive Director of the Pan-American Democracy Foundation. “We are making these proposals available to all Cubans; they originate from civic organizations and the citizenry and outline the possible path to democracy.”
“This compendium is a testament to the resilience and thirst for change of the Cuban people,” affirmed Alian Collazo, leader of Cuban Freedom March. “It reflects a collective will to break free from misery and repression. Our mission is to give visibility and shape to this drive for a future in freedom.”
In recent days, groups of young people have paralyzed university classrooms, demanding fair internet access fees. Their manifesto denounces the harassment and penalization of free thought, and calls for Cubans’ right to decide.
Pasos de Cambio invites journalists, human rights organizations, and the international community to read and disseminate the summary, available here, and to support the aspirations and strategies of the Cuban people in their struggle for freedom.
