Washington, Feb 25 (EFE) .- The Secretary General of the Organization of American States (OAS), Luis Almagro, said today that he “does not recognize” the “acts” and “institutions” created by the new Constitution in Cuba, which was voted on Sunday in a referendum by the inhabitants of the island.
“In a referendum dictatorship is synonymous with fraud. We do not recognize acts / institutions created by the Constitution vitiated by illegitimacy of origin and contrary to the principles of the Inter-American Democratic Charter. People of #Cuba did not have a voice yesterday or have it until they recover democracy, “said Almagro on Twitter.
The secretary general finished his message with the label “#OEAconCuba”.
Almagro accompanied his statements with a video published by the Cuban dissident Rosa María Payá, daughter of the late Oswaldo Payá, and in which a man is allegedly depositing in a ballot box a large number of constitutional referendum ballots in which he had previously marked he does”.
This video has been recorded by members of the “Cuba Decide” platform, which is led by Payá herself and which proposes the holding of a binding plebiscite to “initiate a transition to democracy”, as it appears on its website.
The new Cuban Constitution keeps the Communist Party of Cuba (PCC) as “superior leadership force of society” and ratifies communism as an aspiration, but reflects the timid economic opening of the last decade to recognize private property and consider necessary Foreign investment.
The results of the referendum will be known today and may serve as a barometer on support for the government led by Miguel Díaz-Canel, who replaced Raúl Castro in April 2018.
On February 12, the General Secretariat of the OAS considered the referendum “illegitimate” and assured that it only served to “mask” the “dictatorship” before the international community.
Cuba, member of the OAS since its creation in 1948, was suspended in 1962 after the triumph of the revolution led by Fidel Castro due to its adhesion to Marxism-Leninism in the framework of the Cold War between the capitalist bloc led by the United States and the communist led by the Soviet Union.
After decades of confrontation, in 2009 the OAS lifted the suspension to Cuba, but the island refused to return to the agency.
